The magazine «The Capital of the Country» have inquired 35 Russian regions (for inquire there are 83 regions in Russia) and try to construct the investment portrait of Russia.

The national priority project “Affordable and comfortable housing to the Russian citizens” have the main goal to make housing affordable for 30% households by 2010. Russia consists of 85 regions and it means that the national housing market includes 85 different parts which should be monitored regularly.

At the present time it is supposed that a housing bubble is the main reason of low-level housing affordability for an overwhelming majority of households in Russia. In spite of a great number of relevant researches the economics is not able to work out straight criteria of housing bubble’s existence. Moreover, the practice fails to offer management methods to prevent housing bubbles and smooth down the followed socially negative effects. Thus, so far housing bubble as market phenomenon is seemed to be difficult for analysis and resolving by administrative measures. In this paper we take a focus on method testing housing markets for bubbles’ infection and its approbation on the Russian regions.

In the modern world almost all the countries, federative or unitary, consist of some parts. These territories can have different names as states, cantons, federal earth, prefectures, etc. Meanwhile, all the governments have got a purpose to provide a homogeneous territory development, socially and economically. In practice it is rather difficult to reach an absolute parity among the country territories and some level of regional inequality will always take place.
